The Regulatory Reform (Fire Safety) Order 2005 and the Fire Safety (Scotland) Regulations 2006 were introduced by the UK Government to completely overhaul the myriad of fire safety legislation which had been introduced and followed the previous Fire Precautions Act 1971.

The aim of the legislation reform was to align fire safety with all other Health and Safety legislation and to reduce the fire statistics across the UK, which, during the review period from 2000 to 2004, showed an average of 36 deaths, 1500 injuries and 180,000 fires per annum.
